1. Application
1.1 The Association hall is open for rental by members of the public. Anyone wishing to rent the hall must complete and submit the prescribed application form. The Association has the final right to decide whether to approve an application and is not required to provide a reason for its decision.

1.3 Applicants may obtain the application form from the Association secretariat during the following hours, or request it by email:

4. Additional Charges
4.1 For activities involving high electricity consumption, the renter must bear the hall's electricity charges. The Association has the right to determine whether an activity falls within this category.
4.2 The hall rental fee covers only the designated interior space. Use of any additional space must be discussed separately and will be subject to an additional rental charge.
4.3 After using the venue, the renter must remove all waste left at the venue, including from the stage, walls, floor and dressing rooms, and restore the venue to a clean and undamaged condition. If the renter does not clean the venue promptly, the Association may arrange the cleaning and charge the renter the related costs. The Association may move any items left near the venue that obstruct its activities, and the renter will be responsible for the removal costs.
5. Securing the Venue and Payment Procedures
5.1 Once the rental period has been confirmed and approved by the Association, the renter must pay the security deposit within three days of approval. If the deposit is not paid on time, the rental approval will lapse.
5.2 The security deposit does not form part of the rental fee.
5.3 The renter must pay the full rental fee at least one week before the rental date. If payment is not made by that deadline, the Association may cancel the rental, forfeit the security deposit and rent the hall to another renter.
5.4 If the renter unilaterally cancels or requests a change of date, at least one week's notice must be given. The security deposit will not be refunded, while 70% of the rental fee will be refunded. If a change of date is approved by the Association, the renter must pay a new security deposit and settle any difference in the rental fee at least three days before the rental date.
5.5 If any Association property or building structure is damaged during the rental, the cost of compensation will be deducted from the security deposit. Any remaining balance will be returned to the renter without interest. If the security deposit is insufficient to cover the compensation, the renter must pay the shortfall in full within seven days after receiving the Association's demand. If no deduction is required, the Association will refund the security deposit within two weeks.
5.6 The security deposit for one day of hall rental is RM 500.
6. Renter's Obligations
6.1 After use of the venue, any items left in the hall by the renter or the renter's representatives must be removed during the secretariat's working days. If the items remain for more than three days, charges will apply until all items have been removed.
6.2 Any items left at the rented venue are kept entirely at the renter's own risk. The Association is not responsible for their safety or condition.
6.3 The renter must not assign or sublet the venue to another person.
6.4 All venue setup and decoration are the renter's responsibility. If additional time is required, an additional rental charge will apply.
6.5 The renter must not drive nails into, apply adhesive tape to, or paste notices on the walls or pillars of the Association's building. Flags, banners, ceremonial arches or other decorations must not be displayed outside the building without permission. An application to display decorations must include a complete and clear design plan. The relevant permit must be obtained and a copy submitted to the Association before the display is installed.
6.6 The renter must not permit drunkenness, indecent conduct or disorderly behaviour within the building.
6.7 Without the Association's permission, the renter must not add lighting equipment or connect electrical wiring, as doing so may overload the electricity supply and cause a power interruption or accident.
6.8 If Association property or equipment is damaged during the rental because of attendees or members of the public entering or leaving the building, the renter must compensate the Association.
6.9 During the rental, the Association is not responsible for any death, injury or loss of personal property suffered by attendees or members of the public, regardless of the cause.
6.10 If an accident, negligence, power interruption, water leak, fire, government restriction or other unforeseeable natural or human-caused event during the rental results in the Association temporarily closing, affects its venue rental income, or gives rise to compensation claims from renters booked on other dates, the renter concerned must bear the resulting losses suffered by the Association or the renter.
6.11 If, at any time during the rental, the venue becomes unsuitable for rental or continued rental because of water damage, fire, government restrictions, a natural disaster or another human-caused event, the renter may not claim compensation from the Association. The Association is not responsible for any loss suffered by the renter.
6.12 The renter must ensure that the event is conducted in an orderly manner. If any undesirable consequences occur during or after the rental and the Association considers it necessary to deploy security personnel to maintain order, the renter must bear all related costs.
6.13 If the Association finds that the renter has breached these rental rules or any relevant provision, the Association may immediately stop the renter from using the hall. The Association may cancel the rental agreement at any time by oral or written notice. The renter may not claim a refund of the rental fee and will be responsible for all consequences arising after use of the venue is stopped.
7. Notices
7.1 Any notice issued by the Association will be sent to the renter by email and will be treated as formal notice. The renter may not raise an objection on the ground that the email was delayed or not received.
8. Rental Rules and Conditions
8.1 The renter must read and agree to comply with these rental rules before signing the hall rental application.
8.2 The renter may use the rented venue only for the lawful purpose stated in the application form and approved by the Association.
8.3 The renter must comply with all applicable laws. If a permit from the relevant authority is required for an activity, the renter must obtain it so that any entertainment performance, dance or gathering held at the Association's venue is lawful, and must submit a copy of the permit to the Association. The renter bears legal responsibility for any breach of the law.
8.4 The renter must not conduct any unlawful activity at the rented premises or carry out any act that may disturb public peace and order.
8.5 The hall rental takes effect only when the Association issues an official receipt.
8.6 The Association hall does not accept or permit the placement of coffins.
9. Amendments
The Association may amend these rules and their details at any time without prior notice, and the renter may not object. The Association is not responsible for, and will not compensate the renter for, any inconvenience or loss arising from an amendment to these rules or their details.
Important Notes
1. A renter of the hall must obtain the appropriate police permit. The renter is solely responsible for any breach of the law and its consequences if the required permit is not obtained.
